It is officially calculated that this will provide a margin of safety for bread supplies, despite the continuation of torpedolngs, and enable the nation to carry on till the new harvests. The nation should feel on its honour to reduce the consumption of bread. If it is not reduced speedily compulsory rationing will be introduced. He believed the armies would compel the Kaiser to throw up the sponge by September.
