There is speculation as to whether the belligerent* will reply to the speech, which waa forwarded lo American diplomats abroad on the lath January. _ The Senate is considering a resolution ss to whether it should openly debate the speech. In tho event of a debate being decided upun tilers will moat probably be *he sharpest division amongst Democrats and Republicans.
