The circular adds that India is now at war with England, and the Nationalists are waging guerilla warfare to emancipate themselves from the bated British yoke. The circular is illustrated with obviously faked photographs. Received October 25, 9.20 a.m. SYDNEY, October 25. The Hon. Mr Black states, in reference to the insidious circulars' alleging Anglo-Russian atrocities, that ho has given information to the postal authorities enafiling them to detect the same and prevent delivery.
