The Turkish Embassy asserts that the Armenians pierce Turkish babies so that they starve to death. Unofficial reports reaching Washington indicate that over a million Armenians have been exiled, of whom threequarters have been killed or enslaved by the Turks. Received October 22, 2.45 p.m. LONDON, October 21. The Central News states that General lan Hamilton has arrived at Rome. He visited Count Sonino.

GERMAN FINANCES.

TAX ON FOREIGN STOCKHOLDERS SUGGESTED. Received October 22, 2.45 p.m. AMSTERDAM. October 21. The Telegraaf states that German newspapers are recommending a special tax on the possessors of foreign stocks, in order to force holders to send the stock to neutral banks as security for credits, thus relieving the exchange. It is estimated that foreign stocks are held in Germany to the value of between 1250 and 1500 millions sterling.
