LORD DERBY’S SCHEME. { FAILURE MEANS CONSCRIPTION. 1 LONDON, October 20, | Lord Derby, in. an address at, the Mansion House, in connection ■with the recruiting scheme, emphasised points in instructions for canvassers, who are to call personally on thc„.enlisters. Tliey should see the man himself. They: will explain politely the needs of the country but must not bully nor threaten. The secret of foe his scheme is not to get unmanageable' numbers of recruits, but so many as to be able to, look forward with confidence to supplying Lord Kitchener’s requirements for- many months to come. The whole secret was • in overcoming the present “hand to mouth” existence. He IJUt aside the suggestion that mien would be asked to promise to come up at a certain • date. As there was no certainty about that, he proposed putting in 23 classes. Unmarried men are in the first group according to age. Similarly, married-'men, in 23 groups, will-: be called up as required. A fortnight’s notice will be‘ given before they need actually join. It would be many months before the order of married men would be called upon. The war might be decided before that. ■ If the enlist'ers could hot be equipped at the moment, they would be allowed to go home again until called up- They would be given three shillings per day. This would b.e the last effort on behalf of voluntary service. The scheme was supported by all political parties,- and there was the utmost harmony in the ap- j peal to the people to’ recruit for the 1 people. He hoped the appeal would not be in vain. ,
