After a conference at White. House, the Democratic members of the Lower House developed opposition to President Wilson’s attitude regarding the Panama tolls. The inter-Statc Commerce Committee refused to consider the re-opening of the question, consequently there is some danger of splitting the party. An announcement is probable. The opposition surprised the President, who had thought everything plain sailing, but secret opposition had been developing during the last few days. President Wilson, however, determined to adhere to his attitude.
