The Telegraph’s Pekin correspondent reports that the Austrian demand for a share of the quintuple loan, to the extent of 31 millions, came as a surprise to the quintuple syndicate. Investigations show that the Austrian group consists of the Krupp and Skoda works, which arc allied to secure a monopoly of the Chinese arras and steel market.
