The intemperate language of the Socialists in the Reichstag respecting the Kaiser's indiscretion over Alsace-Lor-raine. according to the newspapers, evaded the r a! i--ui though both Liberals and Radical' denounce the Chanccllor's defence as insincere.
Last year the Hei--h' , ag adopted the Alsace-Lorraine Constitution and Franchise Bill, giving Alsac'-Lorraine a Diet and a voice in the Federal Council. The measure, as modified to meet the conflicting interests of FniS'ia and the South German States, as well to satisfy Al-sae'-Lorrain ■ a”H tie' Rev hslaor pro. vided that the King of Prussia shall nominate three representatives-in the Federal Council and ■ instruct" their votes j n accordance with the wishes of AlsareLorrai'ie.
