KAISER’S THREAT CRITICISED. (United Press Association.—Copyright.) VIENNA, May 16. Newspapers express scorn and regret at the. Kaiser’s threat to rescind the Al.-iatian Constitution. The “ Zict” says—“ What is permissable to an individual with his fist on the bee.r house table is not no rmissi bio to a monarch.” BERLIN, May 16. Owjng to tho vehement criticisms of the Kaiser’s threat, the Burgomaster at Strasburg explains that his Majesty merely meant that any change must be made through tho Imuorial Legislature.
