Caillauso’s request the Chamber has resolved not to defer consideration of electoral reform until October. It base been decided that each department shall form a constituency, but when the deputies exceed seven they will divide the department into two constituencies.
It was cabled tho other day that the Chamber of Deputies had, b— a large majority, voted for tho re-introduction of the serntin de listc, with the representation of minorities. The late Premier (M, Driand) just before his Ministry resigned, debated the desirability of maintaining or abolishing the scnitin d’arrondissemont. tho present mode of electing members of the Chamber of Deputies, each ummdißseincnt returning only one member. He said that this method was valuable while the Republic was establishing itself, hut had latterly developed uarowing aud excessively local influences. In 1871 the scnitin de Imte was introduced, under which each elector voted for as many deputies ns the eulira department had to elect, 'flic scru*iu d’aiToiidisHeinoiit, under which each do partmeut was divided into arrondissemeuts, each returning ono member, replaced this method in 1876. In 1885 there was a return to tlie .scnitin dc listc, and in 1889 u reversion to the present system.
