Tho House of.Commons passed tho second’clause of the Insurance Bill, and in Committee of Ways and Means agreed to the necessary financial resolution aftei Mr. Philip Snowden had ineffectually attempted to east the whole cost upon tho State, arguing that the privations oi tlie poor would otherwise ho aggravated.
