There was a great demonstration when Mr. Balfour read a telegram from Washington announcing an agreement between Britain and tlie United States on the Arbitration Treatv. WASHINGTON, June 29. It is expected that President Taft, having already received Britain’s answer to the proposed arbitration treaty, will bo ready to submit the proposals to tho present congressional session. A complete agreement has been reached on the fur seal question. A CRITICISED SPEECH. Received June 30, 8.5 a.m. WASHINGTON. Jure 29. A motion was introduced into the House ei representatives by Mr O. A. Hamill drawing attention to a speech by Mr John Griffiths, the f-ondon Consul-General, at a i.’ctling of the Pilgrims’ Society, in favour of an alliance between the United States and Britain for war oa a country with which America is at peace.
