Count Stolypin, in the Council of the Empire, answering interpellations regarding his action in utilising Article 87 of the Fundamental Laws to promulgate the Zomstovos Bill, said the article was intended to be used only in a grave crisis. _ He accepted responsibility for using it. The Duma had no power to interpellate administrative Atta. The Council, by 90 to 53, decided that Count Stolypin’s declaration did not affect the interpellation. Owing to the absence of the necessary majority the question of Count Stolypin’s illegal procedure cannot be submitted for the Czar’s decision.

The Press considers the divergence of the Council from the Government amounts to an impasse, and the dissolution of the Council of the Duma is foreshadowed.
