SCANDAL IN GERMAN ARMY.
How ineffective even the will of the Em. peror is to combat the gambling instinct of those over whom he has amplest authority is shown by a scandal which has just come to light. It appears, says the Daily Telegraph, Berlin correspondent, that a gambling: chib which was established in the centre of Berlin was much patronised by officers of the Guard regiments quartered there.: Flay ran high, and ultimately 17 officers, had plunged themselves .so deeply into debt that they were unable, to hold, out; any prospect of meeting their obligations, and -were compelled to hand in their resignations. The facts of the case became known to the military authorities, who have now issued an order prohibiting officers from. belonging to card chibs. It, has, of course, always been known that the Emperor regarded gambling in array circles with the utmost disfavour.
