How ineffective even the will of the Em. peror is to combat the gambling instinct of those over whom he has amplest authority is shown by a scandal which has just come to light. The facts of the case became known to the military authorities, who have now issued an order prohibiting officers from. belonging to card chibs. It, has, of course, always been known that the Emperor regarded gambling in array circles with the utmost disfavour.
