Liman Tour, the Mexican Finance Minister, says an American is bearing peace proposals from Mexico to the insurgents, and it is believed he bears proposals for general reform in the political conditions of the country. Liman Tour spent a fortnight in Now York meeting financiers, and it is probable that as a result a new loan will be issued.
