Balfour, Leader of the Opposition, spepking at’ a Tariff Reform luncheon to workingmen visitors to Germany, and referring to the Eight Hon. Llloyd-George’s allusion to “black broad and offal,” said it was discreditable to public life to bespatter the civilisation of a friendly country with the mud of our preposterous controversies. Britain had much to learn from Germany, especially in regard to soqal reform. Mr Balfour incidentally declared , himself a strong tariff reformer.
