Birrell, speaking at Hoxton on the creation of Peers, says that it is the only constitutional method to make the will of the people paramount. However undesirable and however unbecoming it was to create all those Peers it was the fault of the Constitution.

The Express asserts that tire Government has done its best to compile a list of possible Peers, but was still 303 short of the requisite 500.
