EXTENSION TO FRANCE REFUSED. Ptmb Association.—Telcgranh.—Copyright. LONDON, April 20. Replying to a deputation of members of the House of Commons, the Right Hon. Herbert Samuel, Posimaster-Geu-eral, refused penny postage to France owing to the general financial position, and also because it would necessitate the extension of penny postage to Germany and Belgium. The extension to the whole of Europe would cost £380,000, whereof France and Germany would cost <£90,060 apiece.
