LONDON, December 5

A Royal proclamation issued makes the union of South Africa effective from the 31st of May.

Prior to his departure , for England from South Africa recently, General Smuts said — "As to the future government of the Union, I anticipate that there will be a far more general desire to co-operate between groups and parties than ever before in the history of South Africa. People do not like the word 'coalition,' and I notice that in several influential quarters a coalition as the first Union Government has been disapproved of. Still, I think it would be found practically impossible, eveu if it were wise, to move along the old party ruts, and my sincere hope is to see a Government which, while not a form?l coalition, will be representative of what is best in the statesmanship and patriotism of South Africa, and which will see the Union through that critical period with which it will be confronted at the start. The success of the Union will depend very largely on the faithful statesmanship and wise administration of the first five or seven years 'of the Union, and it is sincerely to be hoped that the best men of all parties will be wise enough to recognise this, even if no coalition of the leaders is formed."
