BOROUGH OF WANGANUI EAST. - NOTICE is hereby given that at a Special Meeting of the Wanganui East Borough Council, held at the Office of the Council on -the 30th day of August, 1909, a resolution was passed that the Counc— make certain by-laws the object or purport of which is as follows: — 1. — To provide penalties for breaches of such by-laws. 2. — To prevent obstruction of and encroachment on streets. 3. — To provide for affixing names of streets on buildings and to prevent same being defaceu. 4. — To provide for crossings and the alteration and repair of crossings. 5. — To provide for the lighting after sunset of material deposited on streets and holes made therein. 6. — To provide for the removal of buildings or erections encroaching on streets. 7. — To regulate the driving of cattle through* the streets. 8. — To prevent the breaking-in of horses on the streets. 9. — To prevent the use of vehicles aua bicycles, etc., after dark, without I lights thereon, and the use of bicycles, etc., on footpaths. 1 10. — To regulate the pace of animals aud vehicles lcund corners. 11. — To 'prevent obstruction of passengers by loitering ou streets. \ 32 —To prevent the throwing of rubbish on footpaths, riding or driving vehicles then on, leaving obstructions and burning litter on any puMic place, leaving inflammable material in public placea or open spaces near buildings, drawing timber, etc., upon any public place, obstructing culverts and sewers, neglecting to secure foundations of erections abutting on any public place whereby the footpath may be injured. 13. — To prevent defiling of nny place, river, stream, etc., by throwing dead animals or offensive matter therein, snffering dead animals to remain unburicd so as to tecoine a nuisance. 14. — To prohibit the placing of placards or writing on any building, footpath, fence, etc., with consent of owuer or occupier ; the exposure of offensive or indecent prints, etc., the tfcr«wing of stones; the blastiug of rock, etc., near any public place without permission "of Council; the discharge oi fire-arms in public places or so near thereto as to annoy pasders-by ; the obstruction of any public place or watercourse, etc., whereby life or limb may be endangered; the damaging of lamps or lamp posts; the leaving of vehicles in any street unattended oi properly secured ; the wilful obstruction of a public place in any manner not specially described ; the throwing of waste-paper, rubbish, etc., on any street, public place, etc. 15. — To prevent the keening of pigs without authority of the Council; the keeping of any article causing offensive smells; the fouling of streams by refuse, wasto-matter, etc. ; the impeding of the flow of water in any stream; the injuring of property of the Corporation. 16. — To provide for the licensing of carriages and carts plying for hire; for the payment of fees for such licenses; for the suspension and transfer of such licenses, and preventing the loan or bailment ot licensed carriages and carts with consent of .Town Clerk. 17. — To provide for the licensing of pedlars and hawkers and for the paymcut of fees for such licenses, and the production of such licenses to an officer of the Corporation or the police. 18. — To lix the fee to be paid in Teepcct oi any license for use of a building for public met'tings, etc. 19.— T0 regulate spevd of motor cars on str?sts and bridges. and around corners, and iv vicinity of frightened horses, ard to provide for the carrying of hghts on motor cars after siinset. 20. — To prevent meat and bread frorj being cairied through the streets unless properly protected from dust. 21. — To regulate the use of cesspits and prevent same becoming a nuisance. 22. — To ie&trict the use of old or previously used material in the construction of dwelling houses. 23. — To regulate heavy traffic, the' width <of tyres of vehicles engaged therein. To provide for the weight of such vehicles being marked thereon and imposing a penalty for breach of such provisions. To prescribe for the weighing or measurement of the contents of any vehicle- and for the computation or the weight of such contents. 24. — To enable any person authorised by th« Council to stop vehicles until width of tyres, weight of vehicle, ana of load can be ascertained. 25. — To require drivers of vehicles to give such person such . information as he may request. 26. — To prevent heavy traffic and theusf of bullocks during me months of July, August, and September, in every year. 27. — To provide penalties for breaches of by-laws relating to heavy traffic, id. — To provide for tlie said by-laws coming into force upon the publication thereof in the New Zealand Gazette. And notice is hereby also given that the said resolution will be submitted to an ordinary meeting of the said Gouncil to be held at the Wanganui East Borough Council office situate at Eastown, on Monday, the "27th day of September, 1909, at 7.30 p.m., for confirmation as .a special order. • A copy of the said proposed by-laws has been deposited at the store of Jabez William Mace Lusford at Wanganui East, aDd is "onen to Cne. inspection of th« public during office hours, until such meeting shall be held.
