A Complaint.

Sir, — Would you kindly allow ini> room in your valuable paper to bring to light one of the existing nuisances the poor man has to put up with, and is not to be heard even when ho is in the right? The case I refer to is in Tay Street, known as the cow trouble. This question has been before the Council several times, and still there is nothing done. I suppose there are a good many people that don't know the real state of affairs. Fancy a sixth of an acre section being used as a dairy, and not drained — 7 or 8 cows run in twice a day, standing for two hours at a time right between two houses that have drainage. Is there any need for drains on this section, especially when the filth runs under a house?- Are we to let such matters stand, or are we to wait till a fever sets in, which must occur sooner or later? There waa a case like this before, and the Council had to do away* with the nuisance on account of fever breaking out. I think it's time to do away with cows being kept in the borough. What sort of men have we at the head of affairs (sanitation) when they try and make you put a channel alongside of your house to take away other people's filth on purpose to squash or frighten one so that they will close up the case? I ask, is this justice to any man? It's quite time something was done. The public should take special notice of this case and thrash it out.
