Austria's Obligations to Germany LONDON, Marcli 29. Tho Times' Vienna correspondent reports that an agreement between England and Austria is complete. Servia is beginning to discharge reservists. The Powers, to-day, will invite Servia to supplement the last Note with tho formula agreed between Baron von Aerenthal and Sir Edward Grey, and Austria afterwards requests Britain, to consent to the abrogation of article 25 of the Berlin Treaty, including the sanctioning of annexations, ■which Britain concedes, the meeting of the conference of the Powers beinw left an open question. It is understood that Servia undertakes to reduce her armaments to a normal level and to preserve neighbourly relations. Summing' up the situation, the correspondent adds that Austria has spent thirty millions on mobilisation, bvit the army is now readier than it has been since 1889. Germany's assurance of full military and diplomatic support has strengthened the alliance and left Austria under deep obligations, upon •which Germany certainly would not hesitate to draw.
