The Portc's programme as projjoscd for the conference has been submitted to the Powers. It follows the essentials of the draft programme, which states that the reply -accepts as subjects for the conference consideration of the st i L r .-. of Bulgaria and Bosnia-Herzegovina, and compensation due owing to the alteration of the status, but the Porte asks the six Powers to guarantee it against any further aggression. It is ready to discuss modification and capitulation of the Cretan question if it arises, but has reserved the discus.iion between the Porto and the protective Powers exclusively. It adds that Servia's and Montenegro's claims for territorial compensation do not concur with Turkey's, which leaves the discussion on that point to Austria and her aggrieved neighbours. Austria's reply to Russia regarding the Balkans conference insists on the exclusion of Bosnia and Herzegovina from the dit,cussjon.
