Hie Attorney-General in moving the second reading of the Arbitration Amendment Bill, suid that the definition of a strike or lockout :ie set fortli in the Bill was unsatisfactory and it was for the Council to clearly define these points. It would also be necessary to fully consider the Conciliation Council clauses. He intended to have the Bill referred to the Labour Bills Comu ittee after uaesi&g the second reading. The Hon. Paul, in seconding the motion, said the only alternative to arbitration was strikes, and it was not possible to make out a case in support of strikes. The Hon. Lough nan generally approved of the Bill. The Hon. Sinclair commended the constitution of the Conciliation Councils. He deprecated strikes as being a menace to the community. He regretted that all reference to the exertion ,wage had been excised from the Bill, as he behoved in encouraging exertion. The debate on the motion of the Hon. Rigg, that the Council considers the Lower House's disagreement on the Second Ballot Bill amendments will be taken to-morrow. The Council rose at 11.45 p.m.
