The Proposed New Regulations

WELLINGTON, September 28. The Heavy Traffic Bill introduced by the Hon. Dr Findlay deals with vehicles which, with or without a oad, weigh more than one ton and a half to each wheel; and to vehicles drawn by Hillocks, and for transportation from May to September inclusive, by any vehicle with or without a load which requires more fhan six animals to draw it. The Bill consists mainly of clauses which may he adopted in whole or part by any local authority controlling roads. A local authority will then be able to grant licenses for heavy traffic, on conditions largely within its own discretion. There are clauses -iealing with the rule of the road; for assistance to travellers in passing a vehicle; for carrying of lights; for precautions against injury to bridges; for the prohibition of bullock traffic during certain months, besides special provisions regarding traction engines. The following are exainplefc: The maximum Bea;e of annual licence fees of two-wheeled ve'iicles, with 2£ to 3-mch tirea, jEIO; four wheeled vehicles with 2£ inch to 3 inch tirefa, i>2o. The local authority may fix lower fees. The maximum loads for different classes of vehicles are also prescribed. In the case of Government roads the Minister will have the powers of a local authority. In cases where a vehicle is to be used in two or more districts the license is to be issued by she Governor, and the fees apportioned oy d Magistrate among the local authorities. The maximum nenalty for offences is -620, and if the offence has been a continuing one, £5 per day may be the fine.
