BERLIN, September 12.
The German manoeuvres have closed.
The Kaiser was in supreme command, being 'first with the Red force, and next with the Blues. His side always won.
The sight was seen of artillery firing at the enemy At a range of under 1000 yards.
The- French Government has given the Kaiser permission to motor a short distance across the frontier, to save a long detour.
The Kaiser also directed a magnificent spectacular ballet in Berlin, himself drawing the designs for the dresses.
Time did not permit the Kaiser io cross the frontier and visit Honeck, but he thanked the French Government for its courtesy.
The Kaiser, later, at Colmar, replynrg to the Burgomaster's address, express id himself as touched by the great affection and enthusiastic warmth of the reception accorded him everywhere m Al-sace-Lorraine, at Colmar, alike with the whole of the beautiful country whereof it formed part. "I joyfully watch their development," said the Kaiser. "Tlr* development, thanks be to God, .will te brought to fruitage under the protection of the German eagle and under my standard. Please God may it ever be disturbed. The country has undergone vicissitudes, but is now able to extend the development of itself in peace. For peace." added the Kaiser, "will be maintained and the country able to flourish ard thrive. Colmar and all Alsace-Lorraine may rest assured that they have a specially safe warm corner in my heart. '
