The Kaiser has approved of President Roosevelt's nomination of Dr Hill, Ambassador at The Hague, to succeed Mr Tower.

The Kaiser recently sent, through the American Embassy, a personal letter to President Roosevelt giving his private reasons why Dr Hill would not be acceptable. Excitement was caused in Washington because of Dr Hill's popularity in the American Foreign Office. Berlin professes ignorance of the matter.
