Russia's determination to secure a""prompt settlement of the Turkey-Persian frontier question and compel the withdrawal of Turkish troops from Persian territory is supposed to be the cause of extensive military preparations on both sides of the frontier in the Caucasus. [A cable received yesterday stated that Russia was concentrating troops on the frontier.]
