Press Association.— Telegraph— Copyright. Received October 8, 10.50 p.m. THE HAGUE, October 8. The committee, by 31 to 9, adopted the proposals as a whole concerning compulsory arbitration. Japan and Italy abstained from voting. It is generally expected that some compromise proposal will be submitted at the plenary sitting of the conference, with a view to assuring unanimity.
