The following penalties shall be carried by the winner of any rtfße after declaratiom of weights: — Of the value of 50 soys, 6lbs ; of any race or racea of the collective value of 100 sots, 81bs; 150 soys, lOlbs; 300 soys and over, 14lbs, provided that any horse handicapped at Bst lOlbs and over will only carry half these penalties. This rule does not apply to Welter and Hurdle Races.
