The Russian Bank Rate
Peasants Refusing: to Pay Taxes ST. PETERSBURG, September 21. The Russian Imperial Bank rate is now twelve per cent., the same as during the run in January last. The Odessa District Zemstvo has informed the Governor that everything is at a standstill owing to the peasants' refusal to pay the rural taxes.
