A missionary labouring in the Congo Free States states that the Governor-Gen-eral of the Congo has refused to allow the British Vice-Consul at Leopoldville, Mr J. P. Armstrong, to obey Sir Edward Grey's instruction to act as counsel for the Bey. Stannard in the case wherein he was recently fined for libelling Major HagStrom.
