CAPETOWN, July 16. Commenting ou tho action of Natal and the Transvaal suspending the duties on wheat and flour, the Cape Pres9 remarks that it will not affect the Cape much, since it cannot grow enough wheat for* its own consumption. Nevertheless, this power of suspension strains the loyalty of other parties to the Customs Union. Pending federation the Customs oucations arc so difficult as to create a demand for independent action.
