SYDNEY, June 26
Governor Rawson opened Parliament at noon. In his speech he congratulated Parliament on the steadily growing prosperity of the State and the improvement in the prospects of all classes, as well as the splendid position of the finances. The Treasury returns show an unprecedented surplus, and the loan expenditure is the lowest on record. Tlio estimates have been framed economically, while providing for industrial development. Referring to Mr Seddon's visit and death, he said the news was received with the profoundest sorrow, New South Wales sharing in the common mourning for one whose logs is not only to New Zealand but to the Empire and humanity, and will be greatly felt. As regards railways administration and the Lands Commission's reports, Parliament would be asked to legislate on both matters. The proposals in connection with railways include the dissolution of the present Commission and the alteration of the basi9 whereon the Board of Management is appointed. Bills promised include measures for the remission of primary and public schools fees, development of closer settlement, rabbit destruction, States savings and land bank, suppression of gambling, amendment of the Arbitration Act, Murray waters, and pure food.
