ST. PETERSBURG, November 30.

M. Linder, the re-aetionary State Secretary of Finland, lias l-osicfiied. There is great rejoicing sit his resignation.

It is stated in Moscow tliat Count d<sWitte's peaceful efforts for a solution have boon nullified by independent action from Tsarkoo Selo. There are practically two Governments, one centred in the Czar and the other in Count de Witte.
