Grain Exports Paralysed.
Received August 28, 13;59 a.m.
ST. PETERSBURG, August 27. The grain exports from the Russian Black Sea ports are paralysed. The Government is retaining the rolling stock, and wheat and rye is dearer in Odessa than in London. It is expected that the bulk of the wheat accumulated alongside the railways will be required for the famine-stricken districts.
