. (From our Parliamentary Special) (By Telegraph.) WELLINGTON, August 23. The jo are practically no fresh developments to chronicle in connection 'with the "voucher incident," and everybody concerned maintains dn air of reserve, but it lias transpired that a fourth witness has coii;o to light who handled the voucher referred to by Messrs West, Willis, and Lavcombc. There arc other witnesses whose evidence has a vital bearing? on the question.
