THAT VOUCHER.
. (From our Parliamentary Special) (By Telegraph.) WELLINGTON, August 23. The jo are practically no fresh developments to chronicle in connection 'with the "voucher incident," and everybody concerned maintains dn air of reserve, but it lias transpired that a fourth witness has coii;o to light who handled the voucher referred to by Messrs West, Willis, and Lavcombc. There arc other witnesses whose evidence has a vital bearing? on the question. Owing to great difficulties in the way of search, arising' from the Government's method of boylt-keeping and recording vouchers, \t is anticipated that the inquiry will last for some time, ami that the Auditor-General's report will not he down until the end of next week.
