The mob stormed the police station, Cossacks fired, killing 50 and wounding many. The Lettish population of. Courland is practically in .open revolt. Martial law, has now been* established there. The decision to withhold the franchise from the majority of professional men aud the pioneers of reform is widely criticised. Many Conservatives, equally with the Liberals, resent the prominence given to the peasants in. the Duma scheme.
