Trouble over the Algerians' Arrest.

Received August 22, 9.38 p.m. PARIS, August 22. M. Rouvier has informed the Powers of the circumstances' of the Algerian's arrest at Fez, and France's intention, to exact repartion. M.- Taillander~h'as;-presented an energetic demand for Ihe release bf the Algerians at Fez, the punishment of the Kaid responsible, and the payment of an indemnity of 2000 dollars, and an additional 100 dollars for each day's delay." In the event of delay France will make a demonstration in. the direction of either the occupation of some point on the frontier or a naval display on the coast. It is believed she will make a demonstration in any cse, as a lesson to Magazan, hoping that it will have a salutary __ effect upon the negotiations for the conference.
