Some Progress. Received August 19, 4.34 p.m. WASHINGTON, August 19 The Conference has agreed to the Japanese fighting rights from Vladivostock .to the Behring Sea. A deadlock has taken .place as regards the limitations of the Navy. The Conference has adjourned till Tuesday to permit in the meantime of the drafting of protocols recording the busi,ness heretofore.' The final struggle on the vital issues opens on Tuesday.
