The terms entail Russian sacrifices, chafing her amour propre, but Russia's greatness will be undiminished if defeat teaches her methods of regeneration. Received August 14, 8.37 a.m. ST. PETERSBURG, August 13. The St. Petersburg Press is unanimous in rejecting the Japanese proposals, and the comments of the Liberals prove that a representative Assembly would also rc;ect them.
