LONDON, August 12. Parliament was prorogued until the 30th of October.

Lord Halsbury read!, the speech from the Throne and the prorogation of Parliament. It mentioned that a Conference was meeting* to introduce much needed informs. The Morocco and Scandinavian crises were referred to, the Speech expressing' the hope that wise moderation would solve tHe difficulties. It also referred to an arrangement in connection with the defences of Halifax and Esquimalt. A treaty with the Ameer was , announced. .Transvaal representative institutions would become operative as soon as all electoral arrangements were completed. It was trusted that all sections would unite in exercising th© large measure of. political power thus conferred by Parliament.
