WANGANUI EDUCATIONAL INSTITUTE.

Following are the resolutions passed at the annual meeting, just concluded,, of the above : —

1. That tho secretary be instructed to send a telegram to Mrs Alexander, condoling with her iv her recent bereavement. v

2. That this District Institute is thoroughly in accord with the South Canterbury's remit re increased rates of pay to Primary School teachers, and that we also send it on as a remit to the N.Z.E.I.

3. That clause 7 of our District Constitution be struck out, and that the following rule be inserted instead of clause 7: — • Tlie district treasurer shall collect all the annual subscriptions of members on" or before September 30 in each ' year. Tho Managing Committee shall vote back to the branches the sum of Is 6d per capita on all subscriptions paid. - 4. That the District Institute is in favour of the suggested amendment in regu--ltion 22 of the Syllabus Regulations, and suggests that it come into force in January, 190.6. 5. That this Institute is of opinion that the clause- which limits the holders of Na* tional Scohlarships to the children of parents possessing an income of under .£250 deprives all others of competing for what should be a great national honour. 6. That Senior National Scholarships bo open for competition to all district Bcholars, junior, national scholars, and" holders of free places. 7. That the examination for Junior National' Scholarships should be based oh tho subjects for Standard VI., and so mark '•the completion of our primary stage. , 8. That there be one examination for National Scholarships, Education Board Junior Scholarships, and Victoria College Scholarships, for those districts to whichit applies, conducted by a Colonial Board of Eaximiners, on which each Educational District _shall be represented.

9. TJiaVthe Education Board be asked, to alter the truancy returns, so that (1) the last clause be deleted, (2) the time 1 for sending "In returns (even if there are no names, etc.) be altered from Friday till Monday. ' , 10. That the Education Board be asked to alter "absence notice," as such is misleading to parents. Notice to ask "why" child is absent, and "with your consent" to be deleted.

13. That this meeting approves of the scheme of superannuation for teachers, di'awn -up by the executive officers of the N.Z.E.I.

12. That this meeting warmly approves of Mr Bridge's motion to abolish tho present system of payment of teachers, as unjust and unsatisfactory, and that a system of grading teacher 3be introduced, with a minimum and maximum . salary to each grade. (1) That grading of teachers shall be~on a basis of length -of service; (2) ability to teach; (3) literary attainments. It considers that all District Institutes should take the matter up, and that the above resolutions be forwarded to -the N.Z.E.1., to be placed before the Minister of Education.

13. That Messrs George MacMorran, Wellington, andJam?s Aitken, -Wanganui, be nominated as members of the -Executive of the N.Z.E.I.

14. That the following teachers be appointed a deputation to wait on the Board re text books, scientific apparatus, etc. : — Messrs Clarkson, Low, Goldsburyi Aitken, Matthews, Niven, and Slipper.
