SYDNEY, June 27.

The Herald says that the Kaiser's cabled intention to maintain squadrons of cruisers in the Pacific and Indian Oceans may or may not be a covert menace to Australia, but there is no room for doubt that this development in German policy brings ug a Btep further within the ever narrowing' circle of European interests, and the chances of becoming involved in war. It is also another step towards the permanent disturbance of Australia's isolation, and emphasises German expansion in the Pacific. ' '
