In the Chambor M. Rouvier, iv reply to M. Dcloncle, said formal, precise, aud repeated orders were given to French agents m Indo-China assure France's complete neutrality. The Temps says M. Beau, Governor of Indo-China, had been instructed to ascertain Rozhdestvcnsky's exact position. If he stopped outside the three miles limit, France "had nothing to do in the matter. Kamranh Bay, which does not even possess a Customs post, is far from any administrative centre, and means of rapid official information of happenings there are lacking. M. Arrnand, French Minister at Tokio, informed Knmura that steps would be taken to relieve the French Government of responsibility. Advices from * Saigon state that orders have been given for the disarmament, of the Russian cruiser Diana, which refuged in a coast port in 1904, -and was undergoing repairs. Parts of the engines will be landed by the French- authorities.
