IN CELEBBATION OF VICTORY.
According to a French^correspondent in Tokio, an elaborate programme , of festivities was published, in the town^ of Kobe for the celebrations on the fall of Port Arthur. The programme provided • for fireworks on -the hills as soon as it was officially proclaimed that Port Arthur had fallen and that Liaoyang had been occupied. All the inhabitants of the town were to leave their houses and to assemble in the streets shouting "Banzai .'M: in honour of the great events. LT shops and factories where leave could, not be, given to all the employed to go out, a deputation would be chosen to join the persons, crying out "Banzai !" in the streets'. After this all would repair to the temple of Nanko, the.re to revere the, -Mikado and' to drink- clips of saki, or -rice , brandy. Triumphal arches were tojbe erected, lanterns lighted at night, houses to be deeprated, vessels in the port were to display bunting, and telegrams of .congratulation were to be sent to the staffs in the, 'fields and to the Ministers of War anof Marine. Finally, there was to be a grand procession with lanterns.
