RUSSIAN NAVAL TACTICS.
Count Rentlow, a well-known naval writer, contributes an elaborate article to the Berliner Tageblaifc, in which he analyses the fights subsequent to a sortie from Port Arthur on August 10th, Although there can be no doubt of Count Reventlow's pronounced Russian sympathies, this is how he sums up the result of his studies: — "I cannot find words to express my opinion of the tactics of -the Russian squadron of battleships. In vain do I look for something to compare with", the, want or purpose, the indecision, and awkwardness which these ships have displayed. Their leaders had not. a glimmer of a uniform -plan of operations., not a ■ notion either of decided attack or decided retreaC Had they adopted either plan there were chances of success, but' in aimless wandering hither and thither there was none; and j it is not to be forgotten that they were hardly inferior in strength to their foes. The Russians have shown 1 no signs either of ability or. knowledge." .
