LONDON, September 20.

Mr Chamber-lain, writing to Mr C. A. Pearson (Pearson's • Weekly), chairman *pf the Tariff Reform League, agrees that sufficient, facts and figures have been adduced to enable ' the formulation of conclusions in favour of closer union with the colonies, by ■ means of preference. He would endeavour, to make the Empire selfsufficing as regards food supply, and advocate the utilisation of a tariff as a weapon to' secure greater reciprocity with foreigners or retaliation, and to prevent loss of Home arid Imperial markets. •The Birmingham Tariff Reform League has printed 20 million pamphlets, and', circulated 16 million. It employs 50 hands daily in packing, and has arranged for 200 speakers to advocate preference. There has been an enormous sale of the fiscal Blue Book. - Received September 21, 8.43 a.m. LONDON, September 20. Mr Balfour and Lord Lansdowne are at Balmoral. It is understood that the King has .approved of Mr Balfour's suggested further changes, though an announcement is improbable for a day or two.
