Sir Henry 1 Campbell-Bannetman explains that in his Bpeech made on June 5, attacking Mr Chamberlain's " fiscal scheme, wherein he declared" t*hat twelve millions of the population were underfed, he used Charles Booth 'and B.> S. Eountree (eminent Socialist reformers) as his authorities. They had- proved 30 per cent of the population in East ' London and York are under-fed and on the verge of hunger.
