It is strange that Mr Chainbcrlaiu should have permitted Premier See's breach of etiquette. The Herald declare^ that Admiral Rawson was in no way responsible for the message or its coutcntß. He simply, transmitted for tlio benefit of Die linparial Government the gratuitous views of his Ministers ou^a question not within their province. Premier See's message is little short of an impertinence. ,
